Start from the actual requirement

Identify who needs assurance and the decision they will make: a customer, management, insurer, auditor or authority. Record the entity, jurisdiction, data categories and systems. A service name does not determine applicability or satisfy every obligation.

Write measurable operating requirements

Specify required hours, time zones, acknowledgement and escalation expectations, critical coverage and customer dependencies. These are proposal requirements until accepted in a contract. A request for 24/7 coverage is not confirmation that it exists.

Define data and access responsibilities

Identify controller and processor roles where relevant, authorised access, retention, location constraints and subcontractors. Agree how evidence can be accessed, transferred and deleted. Legal and procurement teams should review the arrangements for your organisation.

Keep readiness and certification distinct

Readiness work can prepare evidence and address gaps. Certification, attestation, statutory appointments and authority decisions have their own eligibility and independence requirements. Confirm these separately.
